To ensure candidates remain on CCL Ministry’s active assistance list, Case Managers are expected to fulfill the following duties and responsibilities in a timely and professional manner. For purposes of this document, Case Manager may include a Pastor when applicable.
Ongoing Communication and Candidate Status
Case Managers agree to respond within ten business days to periodic biannual inquiries from CCL Ministry regarding a candidate’s current status and transportation needs. A prompt response, confirming that the candidate continues to meet requirements, i.e. they are in need of car, will ensure that they will not be removed from the active waitlist.
Case Managers who are no longer able to maintain a continuous professional relationship with a candidate will notify CCL Ministry immediately. Circumstances requiring immediate notification include, but are not limited to, the following situations:

The candidate becomes ineligible to receive services or support.

The candidate relocates outside the service area.

The candidate obtains a vehicle through other means.

The Case Manager is no longer employed by the supporting agency.

The supporting agency ceases operations.

The Case Manager is promoted or reassigned within the organization and will no longer be assisting the candidate.
In cases involving staff transitions or agency changes, CCL Ministry requests the name and contact information of the newly assigned Case Manager or the appropriate supervisor responsible for reassignment.
STEP 1
Once a vehicle has been matched to a candidate, CCL Ministry will notify the assigned Case Manager who must assist the candidate with the following steps:

Provide a copy of the candidate’s valid driver’s license.

Assist the candidate in obtaining proof of insurance for the assigned vehicle.

Accompany the candidate to a meeting with CCL Ministry to sign the Vehicle Agreement and complete an Impact Statement describing the significance of receiving a vehicle.
STEP 2
The Case Manager will be entrusted with the vehicle title and is responsible for accompanying the candidate to the Department of Motor Vehicles (DMV) to complete the title transfer, registration, and issuance of tags. Following completion of DMV requirements, the candidate will return copies of the new title, registration, and tags to CCL Ministry for recordkeeping purposes.
If the vehicle cannot be titled in the candidate’s name for any reason, the Case Manager or Pastor will return the title to CCL Ministry without delay and may not retain copies.
STEP 3
CCL Ministry requires up to one week to conduct a comprehensive road test to ensure all mechanical and safety issues have been resolved prior to vehicle delivery. Each vehicle will be provided with a current oil change, car wash, full tank of fuel, and a valid state inspection sticker. The candidate will be notified when the vehicle is ready for pickup.
